Cyprus and Schengen: What Accession Would Mean for Investors and the EUR 300,000 Residency Route

Knightsbridge Group is a licensed legal, corporate, immigration and wealth planning advisory firm with offices in Dubai, Milan, London and Istanbul. We advise internationally mobile families and investors on residence and citizenship planning across Europe, the Caribbean and the Middle East. Cyprus is one of the most frequent topics in our consultations, and Schengen accession is now the question clients raise most often.

Cyprus has been an EU member since 2004, but it is still outside the Schengen Area. That is set to change. This article explains where the accession process stands, what membership would change for residents and investors, and how it affects the Cyprus permanent residency route at EUR 300,000.

Where Cyprus stands on Schengen today

Cyprus has been working towards accession for several years. It formally applied to join in September 2019, and in July 2023 it joined the Schengen Information System, which lets member states share security and border alerts in real time.

The most important step came this summer. The European Commission adopted its 2025 to 2026 Schengen Country Report after member states in the Schengen Committee gave a positive opinion on 26 June 2026. The report is based on monitoring carried out in December 2025. With the Commission’s position settled, the question of Cyprus joining is being placed before the Council of the European Union in September.

That does not mean accession is automatic. A European source has stressed that the Council’s consideration of the report will not by itself result in Cyprus joining, as outstanding issues still need to be resolved. Those issues include implementing the Entry/Exit System at nine crossing points along the Green Line. The Turkish Cypriot leader, Tufan Erhurman, has also warned publicly of possible complications for freedom of movement.

Our realistic view of timing: Entry requires a unanimous vote from all existing Schengen members, followed by an implementation period of roughly six months, which points to late 2027 or early 2028. Investors should plan around that window, not a fixed date.

What Schengen membership would change for Cyprus residents

Travel across Europe on a Cyprus residence permit

This is the headline benefit. Once Cyprus applies the full Schengen rules, a valid Cyprus residence permit will function like any other Schengen state’s permit. Non-EU holders will be able to travel to other Schengen countries for up to 90 days in any 180-day period without a separate Schengen visa.

Today, the Cyprus permit gives no such right. Depending on nationality, a Cyprus resident may still need to apply for a Schengen visa before visiting Greece, Italy or France.

Smoother travel and Schengen visas issued in Cyprus

Travellers from Cyprus to other Schengen states will no longer face passport or ID checks, air and sea travel will be streamlined, and Cyprus will issue Schengen visas valid across all 29 member countries.

What accession will not change

Schengen is a travel area, not a right to live anywhere. A Cyprus residence permit will not give the right to live, work or become tax resident in another Schengen country. That still requires the other country’s own permit.

Work rights in Cyprus itself do not change either. Regulation 6(2) applicants and their spouses must sign a declaration that they do not intend to take up any form of employment in Cyprus.

A timing point for visitors without a permit

For people who spend long periods in Cyprus without residency, accession has a less obvious effect. Until Cyprus joins, time spent there does not count towards the Schengen 90 in 180 limit, but after accession it will. For frequent visitors, this is a practical reason to secure formal residence before accession.

The EUR 300,000 permanent residency route explained

The fast-track permanent residence route sits under Regulation 6(2) of the Cyprus Aliens and Immigration Regulations. It is often marketed as the Cyprus golden visa, but it is permanent residence, not citizenship. Cyprus abolished citizenship by investment in November 2020, and naturalisation is a separate and much longer path.

Core requirements

RequirementDetail
Minimum investmentEUR 300,000 plus VAT
Main investment optionNew residential property bought directly from a developer
Secured annual incomeEUR 50,000, plus EUR 15,000 for a spouse and EUR 10,000 per dependent child
Processing timeTypically 2 to 3 months from a complete submission
Permit durationLifetime, with no renewal
Presence requirementOne visit to Cyprus every two years

Applicants must invest at least EUR 300,000 in one qualifying category and prove secured annual income of EUR 50,000, plus EUR 15,000 for a spouse and EUR 10,000 per dependent minor child, so a couple with two young children must show EUR 85,000 a year. Qualifying income includes salary, pension, dividends, bank interest and rent.

For investors buying a first-sale home, the income must come from abroad and be proved by a tax return from the country of tax residence. Investors in the other three categories may count income earned in Cyprus. Those other categories are non-residential real estate (new or resale), shares in a Cyprus company with a physical presence and staff, and Cyprus alternative investment funds or UCITS.

For the residential option, resale properties do not qualify. The full amount, including VAT, must be paid before the application is submitted, and funds must be transferred from abroad.

Family members

The permit covers the spouse and dependent children, including children up to age 25 if they are full-time students.

Keeping the permit

The qualifying investment should generally be kept. Selling the property without replacing it with another qualifying investment may lead to loss of residency status.

Why Schengen accession matters for this programme

The Cyprus route has always had clear strengths. It offers permanent status from day one, fast processing, no renewals and a light presence requirement. Its main weakness has been that the permit did not open the rest of Europe for travel. Accession would remove that weakness.

Once Cyprus is inside Schengen, a Cyprus permanent resident will hold an EU permit that also works for short-stay travel across the Schengen Area. For families based in the Gulf, Turkey, Africa or Asia who want a European base with travel convenience, that changes the value of the programme considerably.

It is worth being precise about what does not change. The investment threshold, income test and no-work condition stay the same. Accession improves what the permit can do. It does not make the route cheaper or easier to qualify for.

The property market context

Anyone using the property route is also making a real estate investment, so the fundamentals matter as much as the residence benefit.

  • Prices: Central Bank of Cyprus data for Q1 2026 shows annual price gains in most districts, with Larnaca and Limassol posting the largest apartment price growth at 11.7% and 10.7%. The RICS index recorded only marginal quarterly movements, with apartments the firmest segment.
  • Yields: RICS figures for Q1 2026 put average gross yields at 5.44% for apartments and 2.97% for houses.
  • Risks: KPMG has noted growing concern about the effect of the war in the Middle East on energy costs and tourism, with sentiment dipping in the commercial property survey.

Schengen membership may support demand, especially from non-EU buyers who want residence and travel access together. We would caution against paying a premium today on the assumption of a post-accession price jump. Buyers should underwrite each purchase on its own rental and resale merits, and treat any Schengen uplift as upside.

Points to check before investing

  1. Timing is not guaranteed. Accession requires unanimous political approval, and the technical process is not complete.
  2. The rules can change. The threshold has been adjusted in the past and may change again, so it should be verified at the time of application. Global Investments
  3. New-build premium and VAT. The residential route requires a first-sale property, which usually carries a price premium and VAT on top of the EUR 300,000.
  4. Developer and title due diligence. Check the developer’s record, planning compliance and the status of title deeds before paying.
  5. Tax residence is a separate question. Holding a Cyprus permit does not by itself make you Cyprus tax resident, and moving your tax residence needs its own planning.

Frequently asked questions

Is Cyprus in Schengen now?

No. Cyprus applies some Schengen rules, but full membership still requires a unanimous Council decision and an implementation period.

When will Cyprus join Schengen?

No date has been set. The most realistic estimate is late 2027 or early 2028.

Will Cyprus permanent residency let me live in another EU country?

No. After accession it will allow short stays of up to 90 days in any 180-day period across the Schengen Area. Living or working elsewhere requires that country’s own permit.

Can I work in Cyprus with Regulation 6(2) residency?

No. Applicants and spouses sign a declaration that they will not take up employment in Cyprus.

Does the permit lead to Cyprus citizenship?

Not directly. Naturalisation is a separate process based on years of actual residence.

Can I buy a resale property?

Not under the residential category. The home must be new and bought directly from a developer. Other categories, such as qualifying commercial property, follow different rules.
